Institusionalisasi SRIKANDI di Pemerintah Kota Semarang: Decoupling pada Kesenjangan Pemberkasan Antarunit dan Perluasan Kerangka ITPOSMO

SRIKANDI adalah aplikasi pemerintahan elektronik wajib di Indonesia untuk pengelolaan arsip dinamis, namun keberhasilannya bergantung pada kesiapan kelembagaan lokal. Penelitian ini mendeskripsikan institusionalisasi SRIKANDI di Pemerintah Kota Semarang dan menguji kesesuaian model tahapan pemerintahan elektronik serta isomorfisme koersif bagi sistem kearsipan antarlembaga, melalui studi kasus tunggal berbasis dokumen resmi, data dasbor 2022-2026, dan observasi insider penulis. Implementasi menunjukkan transisi dari tahap informasi ke transaksi, dengan volume naskah naik dari puluhan pada 2022 menjadi 91.647 pada 2023 dan proyeksi lebih dari 150.000 pada 2026. Rasio keaktifan pengguna 66,33 persen, sedikit di bawah rata-rata nasional 73,38 persen; intensitas pemberkasan kota hanya 27,5 persen dari Provinsi Jawa Tengah. Rasio pemberkasan bervariasi tajam antarunit, dari 5,56 hingga 91,47 persen, pola yang sejalan dengan decoupling dalam teori institusional. Penelitian menyumbangkan dimensi eksposur infrastruktur pada kerangka ITPOSMO dan memperkaya pemahaman institusionalisasi arsip elektronik melalui data longitudinal yang jarang diakses peneliti luar. Temuan ini menyarankan indikator kepatuhan SRIKANDI yang membedakan posisi struktural instansi, bukan rasio pemberkasan seragam semata.
