Analisis Naratif Kebijakan Golden Visa dan Implikasinya terhadap Peningkatan Perekonomian Indonesia

Kebijakan Golden Visa diperkenalkan untuk menarik investasi asing, talenta global, dan individu kaya guna meningkatkan daya saing nasional dan mendukung pertumbuhan ekonomi berkelanjutan. Penelitian ini mengkaji konstruksi narasi kebijakan ini dan dampaknya terhadap pembangunan ekonomi Indonesia. Penelitian ini bertujuan untuk menganalisis bagaimana pemerintah membingkai kebijakan Golden Visa, mengidentifikasi kontra narasi yang muncul, dan mengeksplorasi metanarasi yang mendasari perdebatan tersebut. Pendekatan kualitatif digunakan dengan kerangka Narrative Policy Framework (NPF), melalui analisis dokumen kebijakan, pernyataan resmi, dan respons publik. Hasil penelitian menunjukkan bahwa pemerintah membingkai kebijakan Golden Visa sebagai instrumen strategis untuk mempercepat investasi, menciptakan lapangan kerja, dan mendorong transfer pengetahuan. Namun demikian, kontra narasi menyoroti isu keadilan distribusi, potensi ketimpangan sosial-ekonomi, serta dampak fiskal jangka panjang yang belum sepenuhnya terukur. Analisis metanarasi menunjukkan adanya pertentangan antara paradigma pertumbuhan ekonomi berbasis investasi global dan paradigma pembangunan yang menekankan keadilan sosial dan keberlanjutan. Secara keseluruhan, penelitian ini menyimpulkan bahwa efektivitas kebijakan Golden Visa dalam meningkatkan perekonomian nasional sangat bergantung pada desain regulasi yang selektif, transparansi implementasi, serta keselarasan kebijakan dengan prinsip pembangunan inklusif.
