Budaya Organisasi Sebagai Enabler Transformasi Digital: Systematic Literature Review pada Emerging Markets di Era Tech Winter

Artikel ini meninjau secara sistematis peran budaya organisasi sebagai enabler transformasi digital pada emerging markets dengan penekanan pada konteks Asia Tenggara/Indonesia serta memetakan agenda riset terkait integrasi AI, dinamika budaya startup, resiliensi organisasi, dan integrasi kearifan lokal pada era Tech Winter. Studi menggunakan Systematic Literature Review (SLR) mengacu pada PRISMA 2020. Pencarian dilakukan pada Scopus, Emerald Insight, dan Web of Science untuk periode 2023–2025. Kriteria inklusi mencakup artikel jurnal peer-reviewed relevan yang membahas hubungan budaya organisasi dan transformasi digital pada emerging markets. Dari 847 artikel yang teridentifikasi, 40 artikel lolos seleksi dan dianalisis menggunakan sintesis tematik. Temuan menunjukkan bahwa budaya adaptif, kepemimpinan digital transformasional, dan kultur pembelajaran/literasi digital merupakan pendorong konsisten keberhasilan transformasi digital. Bukti juga mengindikasikan peran mediasi budaya adaptif dalam menghubungkan inisiatif transformasi digital dengan resiliensi organisasi saat terjadi tekanan ekonomi. Empat gap utama muncul: minimnya studi empiris AI budaya pada emerging markets; keterbatasan riset budaya pada ekosistem startup; kurangnya studi resiliensi selama downturn; dan terbatasnya integrasi local wisdom dalam desain implementasi sistem digital. Pimpinan organisasi perlu memperlakukan budaya sebagai kapabilitas strategis: memperkuat norma eksperimen dan pembelajaran, mengembangkan literasi data/AI, membangun kolaborasi lintas fungsi, serta merancang tata kelola digital yang selaras dengan konteks sosial-budaya. SLR ini mensintesis literatur terkini (2023–2025) tentang budaya organisasi dan transformasi digital pada emerging markets dalam konteks Tech Winter, serta menawarkan kerangka konseptual dan agenda riset yang dapat diuji pada konteks Asia Tenggara/Indonesia.
